European (Netherlands) Wholesaler Case Study: Wellsmove Eco-Friendly Personal Mobility Vehicles, Compliant with Dutch Low-Carbon Policies

In the Netherlands, “low-carbon” is no longer just an environmental concept, but a rigid demand and policy direction permeating transportation and business operations. With the official implementation of “zero-emission zones” in many Dutch cities in 2025, the market for light electric personal mobility vehicles has experienced explosive growth. Gert-Jan Rongen, a wholesaler from Rotterdam, seized this opportunity, establishing a deep partnership with Wellsmove and achieving a threefold increase in sales within six months, becoming one of the core suppliers in the local eco-friendly personal mobility vehicle market.

Market Demand Driven by Policy Benefits: Why Do Dutch Wholesalers Urgently Need Eco-Friendly Personal Mobility Vehicles?

Data from the Dutch Ministry of Transport shows that road transport contributes nearly one-fifth of the country’s greenhouse gas emissions. Therefore, the government clearly stated in the Climate Agreement that new cars must be 100% electrified by 2030, and carbon emissions must be reduced by 95% by 2050. To facilitate policy implementation, a series of tangible benefits are being offered to businesses: a 75% discount on the Motor Vehicle Tax (MRB) is available for purchasing all-electric mobility scooters, and imported pure electric vehicles are subject to a flat private vehicle tax (BPM) of only €667. Businesses can also apply for special subsidies for their purchases.

“The policy is not a constraint, but an opportunity,” Gert-Jan told local industry media. He noted that by the end of 2024, he had observed a surge in returns for traditional gasoline-powered mobility scooters, and customer inquiries consistently focused on whether they met zero-emission standards and whether they were eligible for tax breaks. His electric mobility equipment store had previously struggled to gain market share due to short battery life and high failure rates. It wasn’t until early 2025, when he encountered Wellsmove’s environmentally friendly mobility scooters, that the situation completely changed.

Wellsmove’s Breakthrough Strategy: From Technology to Standards, Fully Adapted to the Dutch Market

As a brand with over 20 years of experience in the electric mobility sector, Wellsmove has focused on the research and development of personal mobility devices since 2010. Its core advantage lies in the deep integration of metal structure manufacturing and electronic systems—precisely the product characteristics most valued in the Dutch market. Gert-Jan’s first chosen collaborative model is Wellsmove’s 48V portable electric scooter, a product almost “tailor-made” for the Dutch market.

1. Zero Emissions Core: Precisely Meeting Policy Requirements

This model is equipped with a 48V 12A lithium battery, offering a range of 25-35 kilometers and a top speed of 25-30 km/h, fully complying with Dutch emission and speed limits for urban electric mobility devices. “For every unit sold, we provide customers with complete compliance documentation to ensure they successfully apply for tax breaks,” Gert-Jan explained. Tax benefits alone can save end customers nearly 30% on the purchase cost, making it the product’s core competitive advantage. 2. Versatile Application: Covering Diverse Transportation Needs in the Netherlands

Transportation scenarios in the Netherlands are extremely diverse, ranging from daily shopping for the elderly and commuting for people with disabilities, to rentals at tourist attractions and internal warehouse transfers, all requiring dedicated mobility solutions. Wellsmove’s product portfolio perfectly meets this need: models with wide, soft seats and adjustable backrests are the first choice for elderly care facilities; models with front and rear lights and dual braking systems (drum brakes + disc brakes) are purchased in bulk by tourism companies in Amsterdam; and lightweight, foldable models are popular among urban commuters.

“The most unexpected thing was the orders from warehouse customers,” Gert-Jan mentioned. Due to the zero-emission zone policy, Dutch logistics companies urgently needed short-distance transfer tools to replace fuel-powered forklifts. Wellsmove’s heavy-duty tricycles, with a 130kg load capacity and flexible steering design, quickly opened up the B2B market, with logistics companies around the Port of Rotterdam alone ordering 200 units.

3. Guaranteed Quality: Reliability Assurance Under European Standards

Dutch consumers have extremely high standards for product quality, which was why Gert-Jan had previously encountered numerous obstacles. Wellsmove’s production system gave him complete peace of mind: every scooter undergoes triple quality control, including frame durability testing, battery fatigue testing, and real-world riding tests. One in 100 products undergoes random inspection by the quality director. Core components such as the motor and battery are CE certified, with a battery cycle life exceeding 300 cycles and a charging time of only 5-6 hours, perfectly compatible with the Netherlands’ dense public charging network—currently, the Netherlands has 55,000 public charging stations, and this number is projected to increase to 1.7 million by 2030.

“In the six months since we started working together, the product return rate has been less than 2%, which is top-tier in the industry,” said Gert-Jan. This positive reputation has led to a surge in customers, and his clientele now includes Belgium, Luxembourg, and other Benelux countries, with orders shifting from retail to bulk purchasing.

The Value of Cooperation from a Wholesaler’s Perspective: More Than Just Supply, It’s a Win-Win Ecosystem

For European wholesalers, a stable supply chain and flexible service support are more important than simply offering low prices. Wellsmove’s “customized services” for Gert-Jan became the glue that held their partnership together. Considering the Dutch market’s demand for personalized product appearance, Wellsmove’s R&D team (led by five PhDs from the University of Science and Technology of China) developed a custom version with the Dutch flag colors and supported ODM services including logo engraving.

On the logistics front, Wellsmove optimized packaging dimensions (76*72*51cm), reducing sea freight and warehousing costs, while promising a 48-hour response time for after-sales needs. Their parts warehouse in Amsterdam enables next-day repair support. “This allows me to focus on marketing without worrying about inventory and after-sales service,” said Gert-Jan. In the third quarter of 2025, his store, leveraging Wellsmove products, successfully entered the Rotterdam City Government’s “Green Mobility Equipment Supplier Pool,” gaining priority supply rights to public institutions.

A Promising Future: From the Netherlands to Europe, a New Growth Curve for Eco-Friendly Mobility Vehicles

As the Netherlands’ zero-emission zones extend from major cities like Amsterdam and Rotterdam to smaller towns, and neighboring countries such as Belgium and Germany follow suit with their low-carbon policies, Gert-Jan aims to expand Wellsmove’s sales network across Western Europe by 2026. Wellsmove is also continuously increasing its presence in the European market; its latest 600W motorized tricycle, with its 30-degree climbing ability, has already begun entering the market in the hilly regions of southern Netherlands.
